Just another theory.
The whole state gave up on its value.

Default De-smog power gain?

Do most who remove smog junk from their KLX250 do it for aesthetic reasons or is there a performance benefit?

No performance benefit. I did it to just have less crap in the way.

There really is no reason to remove it other than that you want to. No big deal to work around, no heavy objects, any added heat isn't a problem considering Kaw and many other IC vehicle makers use air injection to help burn unburned hydrocarbons in the exhaust.

Not really trying to talk you out of removing it, just saying it is totally a subjective action. I didn't remove mine for a very subjective reason. I didn't have the stuff to remove them and didn't bother waiting to get it before reassembly. I probably won't do it even if I can. Just doesn't seem worth it to me - me, not anyone else, but me. Others can make their own rationalizations for whatever they do. My brother took it off his bike and I still acknowledge we are siblings and treat him the same as pre-pollution device removal. I also don't ask others if they de-smogged their bikes. I would de-smog an XR650L, with that pump hanging off the left side of the engine. That's just looking to be destroyed.

Anyone that complains about decel popping will be told to check all exhaust joints for leaks, de-smog (remove the air injection system) , and readjust the fuel screw. If that does not cure the problem, the absolute cure is to (check for exhaust leaks, de-smog) and replace the pilot jet with a #38 (for higher altitudes) or a #40, then adjust fuel screw to midway between idle drops.
