Going to try to post some pics of my plate mod. I just used a part off the stock drop down plate holder (part# 11045 with the stock bolts 19153). I drilled two holes through the tail plastic just below the stock taillight and put the stock screws up through them. I just took my road test on the bike the other day and the instructor said it should pass inspection just fine. The plate is lit up just enough by the actual brake light. He says technically he can turn away "crotch rockets" with the plates under the fender, all tucked up in there. He says he usually doesn't unless the guy is a tool. The guy was really cool.
