Default Reserve on Clarke tank

I just received my Clarke tank and looked it over. I'll fit it tomorrow, but it sure looks nicely built. Question though: the main and reserve fuel receptacles are right next to each other and at the same level. They are also not at the bottom of the tank. So...

1) There is no reserve function any more, correct?

2) How does one access the fuel that sits below the fuel taps?

Ok, looks like the main and reserve fuel taps each have different height inlets which would provide for a difference. Still, how is the fuel below the fuel taps level used?
