I would agree if it happened constantly, but my personal miss is intermittent and it comes and goes. Only under certain circumstances does it miss, if it was ignition it would happen more often than not

Actually that would make me think even more that it is an ignition and not jetting problem. I think that if it is a carburetor and/or jettting issue then it would happen all the time. If it were a faulty plug wire or other electrical issue then it can very deffinately be an intermittent problem especially if it is from shorting which may come and go. When I have had missing problems caused by carburation the bike would miss at a wide range of throttle travel and/or die at low rpm. Again this is all the opinion of a non-professional but I hope you find the problem soon and let us know what it was.

I believe this is the "rev limiter", not to be confused with the "red-line" at 10.5k on the tach. I kept hoping I'd be reading and find the mod to "...disconnect the XXX wire" and then it would rev cleanly to the true red-line.

Its not the limiter, ive been up to 10.5k. The 9k hiccup is intermittent NOT the limiter
