For fourteen bucks and the way the early KLX fender is shaped, I'd do that bracket. Might have to get one for my 650 after I do the engine. It wouldn't work on the 2009 and up goofy two piece fender deal, but would work well on the older fender for sure. You could look up some small license plate light, but I wouldn't really bother unless you ride a lot after dark. My 650 plate hanging on the flap doesn't have a plate light, but they're reflective anyway, so I never did it and don't ride that much at night.
