The government sound test is done at 1/2 of the rpm where peak horsepower is generated. That would make it around 4,000 to 4,300 rpm.
If you feel that it is still too loud, PLEASE do what you can to quiet it down. That's a much better attitude than wanting to make it as loud as you can.
