fan woes

fan woes
have a 97 classic 1500d at start up this season coolong fan running way slow. checked grounds, and voltage to the fan but this damn thing still is slow. even went direct to battery and it fly's.until its all plugged in .can this be the relay ?
tested the fan switch yesterday and found switch to start fan around 170 .way off from specs and turns off at 130. goin to jumper out fan switch and see what happens. am truely hoping its that switch.was always under the impression that does nothing more than says on or off.ive checked every wire i think on the bike. the only thing i cant really check is that damn relay

Is there a voltage drop right at the fan. If it ran up to speed directly off the battery, you are loosing power somewhere.
Check power where it enters the sensor and the exit as well. Check the amp draw as well.
