I'd say that if a loaded clip is in the gun in should be under lock. If you are going to keep it in a place that is not locked then a loaded clip should be kept in a different place than the gun.
I also agree that education is also the key.
A small child will have a hard time pulling the slide back on some of the bigger handguns. My wife has a hard time pulling the slide back on my 40 Glock.
I will also say that IMO if the gun is primarily for home defense you should be looking at a factory short barrell shotgun over a hand gun. Mossberg and Remington both make one. Some might disagree with this, but in the middle of the night when its hard to see just point it in the direction of the person and you will hit something. A handgun will need a direct shot.
Another thing to remember that a lot of people overlook is what type of ammo is being used, caliber and type. Walls are hollow in most houses with only 1.5" of wood every 16". The chances of a stray bullet making its way through a wall into the next room is very likely. I would suck to be trying to protect your family and find out that one of your bullets passed a wall and killed your wife or one of your children.
That brings us back to the shotgun. There is a lot of speciality ammo(which some is non-lethal that will stop an attacker) that will not go through walls, or if it does will not harm someone in the next room.

ultimately the best gun control is keeping it with you at all times, but thanks to laws in about 10 of the 50 states thats not an option for me.
