jetting issue?

I asked this on another forum and someone told me it was a jetting problem.

When I rev to 6k rpms (or any rpm) and I dump the clutch or let the clutch out slowly my rpms go down (it hesitates and lags bad) when it should be throwing me off the bike or popping a mad wheelie!

What gives? Is this really a jetting issue?
If it is then I'd be glad to attempt fixing it myself (if I'm capable and have the tools).

Scootin around town and getting on it every few days I get about 12 MPG!! I hardly ever really get on it! This is making me dislike carbs. FULL Tune-up coming soon for sure!
Oh yea, when I'm in 6th gearat say... 70mph it seems like my rpms are high. What could that be?

I forgot to mention that my exhaust Backfires(pops) just in idle! It does Not do it when decelerating! what could that be? too much air entering engine at the wrong time? Its cold weather here so I dont know if it happens only in cold or both warm and cold. I should rejet and change plugs at 12k miles and its a 2001

I would check the carb synchronization

edit: if you know that your carbs are clear and clean, but sounds like they are out of synch.
