Default 94 zx7 wont rev over 7 grand in third gear and up

I just got a 94 zx7 the other day. I love the bike, how ever there is some issues with it. The fuel petcock only works on reserve, when Its in the on position hardly any gas comes out off the fuel line going to the filter and pump. I pulled the tank to make sure the lines werent damaged and they were fine.

Now for the bigger problem I have with it. While riding it I notcied in 1st gear it runs great, 2nd gear it runs great, but from 3rd gear and up it cuts off at 7000 rpm's. Feels like hitting a speed limiter in a car. Im not sure if the petcock issue could have anything to do with it or not but its really annoying. I ran some seafoam through it today hoping for the best. Any help is appreciated. Cant wait to feel the full potential of the bike.

hmm, does a wfo in 1st bring the same issues? or is is it only in your 3rd gear pwr issues? So basically 3rd gr is roughly 130mph range?

Well when I get on it its goes great through 1st gear and great through 2nd gear but 3rd 4th 5th and 6th wont let me go over 90. When im in third and hit around 7k I think its around 90ish and it cuts out, so if I shift to 4th same thing, but if I back off it has late throttle response and will eventually stay a steady speed below 80/90ish if that makes sense.

I found out what it was. The 2 rubber hoses that connect to the gas tank from the petcock were way to soft and getting crushed. I guess it wasnt letting enough gas get to the carb. Put new hoses on and now the on works on the petcock and it doesnt cut out anyore.
