So, I just bought my 03 ZX6R last fall, and I noticed every once and a while if I start up the bike, and let it get up to temp w/o taking it out (mostly keeping everything lubed up over the winter... but also so I can listen to my new baby purr...) and then kill the engine I'll come back to the garage a couple hours later and there will be a small puddle of antifreeze on the ground... It only does this periodically, so it can't be a leak, that means it is most likely comeing from the overflow tube... but I don't think it should do that unless the engine gets above normal operating temperature right? and why wasn't it designed with the overflow tube refilling the resavior???

Make sure the clamp where the hose meets the radiator is tight, mine did the same thing for a while, I tightened the clamp when I got a chance and no more leak. Oh, and use a small ratchet or wrench, screwdriver wouldn't get the job done for me

Yes, there was a service bulletin for the 03 ZX6R/RR's for loose hose clamps causing leakage. I ad the same problem with mine. Just inspect and tighten it.
