1983 KX250 wont start

Hello, new to the forum....
I have a 83' KX250. i've had it for 15 years, and on and off had problems with it starting/running. i would really appreciate any help.
It usually sits up north but i've since brought it back to my house. kick kick kick, nothing happens. (last time it was running but wouldnt idle (had to keep throttle on it, i think it was flooding out due to a bad float)
I drained all the fuel from the tank, put fresh 92 octane with the 20:1 mix (is 92 too high octane ?). also installed a new inline fuel filter.
I bought a rebuilt carb from a guy on ebay (he sells/rebuilds old carbs) of which he said was ready to bolt on and go. (my old carb was leaking fuel and the air/fuel adjustment screw was narfed up.)
also bought new boyesen power reeds (found it interesting there isnt a gasket or seal between the power reed cage and the cylinder jug (is this normal)?
cleaned the 2-piece foam air filter and resprayed with filter oil (maybe i put too much on and it cant breath properly) ?
new spark plug, looks like it has good spark when i removed it and kicked it over it looked whiteish.
also changed the crankcase oil (it was nasty looking gray color).
then i shot some starting fluid into the spark plug hole, put the spark plug back in and kick kick kick (choke on, no throttle)...... nothing...... had the stator rewound about 5 years ago, seems like its working ok...... i was thinking next to remove the air filter and spary some starting fluid in the throat of the carb..... still thinking its not getting air/fuel..... timing mark should be ok, it is line for line with the stator/crankcase mark..... thanks if you can offer any help i really want to keep this and get it running (by the way, compression seems ok, it has a good kick to it but i didnt measure the reading with a gauge, should i ???)

ok, just got her to fire up for a second. what i did was take the air box and the carb completely off, i could see the reed valves in there and it looked wet. after kicking for a few, it fired up!!!! so it would seem i have a carb issue ? any suggestions ? thanks
