Default Swiveling fuel inlet barb?

The Kehin CV carb on my KLR has a swiveling fuel inlet barb which is handy depending on how you want to route your fuel line. When rejetting the KLX carb, I noticed the fuel inlet barb looks almost exactly like the KLR carb, but mine didn't want to rotate, and I didn't want to get rough with it by forcing it. I was thinking that perhaps some fuel buildup had gummed up the rotating part, but looking at it closely I can't really tell if this one rotates. Anyone know this for sure? It's an '06 KLX250. I have an Acerbis tank on mine, and I'd like to route the fuel line a little differently.

Darn...I was afraid of that. I wanted to install a specific fuel filter I had, and it required the ability to rotate like my KLR Kehin. Thanks for the info.
