Here in PA you have a piece of paper and a sticker (on the plate) and if your offroad in some states and certain ride areas you have to have an offroad registry, I know you do for fourwheelers. They even need to have offroad plates now. Or are suppose to. I don't see that being highly enforced unless your riding on public land. Most of the riding around here offroad is private property, so no one bothers you.
