Not to sound like an A-hole..but dude......quit asking us, call the DMV, they'll tell you for sure instead of a bunch of strangers scattered across the globe speculating on what MAY or may NOT happen.
Tomorrow's Friday so its still a weekday, do some calling around.

I'd take the bike and part it out. I bet you can get $1500-$2000 easy. You won't get it all at once but you could use the money trickling in to mod your current bike or save it for a legal bike. As far as registering it goes I'd have to ask myself if it's worth the headache. I have and it's not. I'd take the bike in a heart beat though.

I can understand shaving the numbers off but I sure as heck dispise it. For instance it is illegal to import bikes larger than 250cc into Laos, so you will see DRZ's with 250 stamps where it would normally reflect it being a 400. I almost picked up a brand new DRZ in Laos that was "stuck" in customs but I avoided it because of the VIN issue. bike was completely legit except for the stamping, which pretty much doomed the bike. You also get some shaddy shops that do the numbers trick to get otherwise illegal bikes registered in Thailand, which has very recently fell victim to the customs officials with hundreds of bikes being confiscated in the last couple of weeks.
I would get the bike and try to get the current owner to help with the legal issues and if that fails then I would offroad warrior the heck of of it.
