Sounds like somethings not assembled right if it doesn't want to shift even with the cover off. With the shift shaft out can you rotate the shift drum around by putting an Allen key in the center bolt of the shift drum cam? You do have the shift drum cam installed correctly in the shift drum right? There is that alignment pin that locates and locks the cam to the drum is that installed and did you rotate the cam around until the pin went into the hole in the cam?

found the washer for the shift shaft broke, probably didnt seat right and when i cranked the case down it broke. new ones on the way. as for it not shifting, i read somewere that you need to move the motor some sometimes and sure enough it worked, so it will shift now.
