What did you do to repair the diaphragm?

It was slightly folded and breaking the suction so I just fitted it correctly

Quick fix is to remove the snorkel or the lid. But if you want to keep them on then you'll need to rejet.

How do you know this? What are the symptoms?

It's impossible to be rich with stock jetting and needle settings in Mass.(Even if your on top of Mt.Greylock.) If you truly are rich, your carb is still messed up. Or someone has rejetted it.

Its smelling a LOT different than before, and I can smell a little bit of gas after shutting off the engine.

It never backfires while riding it, but it does once when shutting off the engine after riding for a little while as well.

Maybe its just not running crazily lean anymore but I swear its running rich. What would other symptoms be?

Would one of the possibilities be a float height issue?

Sure, as well as float operation, needle & seat operation, etc etc.. If it's the needle & seat, stuck float or punctured float, it won't idle very long before flooding out. You'd be lucky if that is all it takes to get that carb back right as I bet the previous owner monkey'd with it trying to "fix" what was a diaphram issue - or perhaps monkey'd with it and caused it in the first place. No telling what all is installed wrong or backwards or whatever...

Obviously, all internal ports and transfer slots have to be checked for clogs... You still have a lot of work to do IMO..
