I can kind of see how the foot peg mounts would provide support. It would be interesting to see how much support they provide by taking out the other bolts and leaving just the foot pegs. I wonder if it stays up and requires a bit for force to bend down or sags a bit under its weight. I may just have to order one to and find out.

No doubt at all that you are correct. The problem is once you get weight behind that area its not a sub frame as much as two post sticking out. They are cantilevered and great for holding the small bits on the bike but dubious otherwise.

The Dirt-bagz panniers do as you suggest and would be a pretty safe pannier set-up at the expense of carrying a passenger.
