I think we are talking about the KLX power delivery as delivered. Stock power peaks around 8k, 351 peaks lower. 331 power curve stays closer to stock delivery (Mid-High Rpm as applied to the KLX). Some like it low and grunty and some prefer to use more RPM's.
Exactly, from looking at the few 351 dyno charts our there the 351 has an explosion of power down low, but peaks out and drops well before you run out of revs.

And as to a WR Maverick, i don't see the sense in paying twice as much $ for a 3-4 hp increase over a jetted klx. to even get 30 hp out of a WR will cost you close to $10K with the cost of the bike figured in. A bored, cam'ed, pipe'd and carb'd KLX can get you dangerously close to 35hp at the wheel for a little over half that.
