Nevermind, I found the panniers. Yeah they look really rugged and are made of Hypalon, which is waterproof as well asoil and UV resistant.

The dirt bagz framesmight be tough to mount because they attach to the foot peg bolts, just as this rack does.

 

I just found a tail rack on eBay today. It's made for a KLR250 and has different mounting holes for the rear fender. I spoke to the guy who makes them and got the inside measurements, tube to tube. All anyone would have to do is drill the correct holes and wha-la. Tail rack for an 09'. Best part, $75 buy it now. I'm gettin one.
