Default Swing arm side play - can't solve this one

2005 Vulcan 500. Started out by finding a broken pivot bolt at the swing arm (broken at the nut). Complete teardown, replaced the needle bearings, bolt and seals. But we have this perfect lateral side play along the collar. Bolt is tight 65lbs but the swing arm itself is free to slide about 3/16"

Nothing is missing, checked the parts diagram... what gives? Other's have complained about this but I've found no explanation.

Something is missing, simple as that. It didn't move like that before you tore it down, now it does.

The pivot bolt was snapped when I first checked it. I didn't check that specific movement like I did in the video. I had grabbed the rear tire and observed more a wobbly play.
