Default High Idle

I have a 2003 ZX6R(636) i recently got a new throttle cable and took the throttle bodies out and cleaned them really good. now before i replaced anything i was able to adjust the idle pretty low. But now with everything back on and really clean throttle bodies the idle wont go lower than 1500rpm. I have taken it apart a few time just to make sure i didnt for get to plug something in. make sure all hoses are back in and make sure that the throttle cables were not holding it back so it cant idle low. after checking all of that everything looks great. no reason why it would idle that high and not let me adjust it.

Today I took it apart again and noticed that on the throttle bodies there are two screws that say how much the butterflys can close. now the one right where all of the cables connect is touching metal to metal so it cant close any more. but the one in the middle of the throttle bodys doesnt touch. now i have not messed with these at all. I am wondering is it possible for someone to adjust those screws because the throttles were dirty and now that they are clean do i need to adjust them back? that is the only thing i could come up with. please help me out and just throw ideas or if you have had this issue before. Thanks

I would be concerned with this statement from your post first.
