RE: fouling plugs
Don't always assume it's a mixture problem.Yes check the usual things like clean air filter and carb float levels etc but don't forget that bad ignition means unburnt fuel causing misfires. Do you have a healthy blue spark at the plugs? Is the battery good? Etc.

RE: fouling plugs
i use to have this problem ALL THE TIME..
very annoying to keep replacing plugs. I went through a lot of steps til I found the cause of it all. Not to say you would have the same outcome, but I'll give you some ideas on where to look..
I would be sure my carb was clean, check the floats and clean or replace the air filter as ninjabarmy suggests. when i had this problem I changed my mixture too on first instinct, but it didn't help. It wasn't until I took my engine apart for the winter that I noticed my cylinder is completly infested with carbon! i mean nasty. (first time i took it apart)
I dont know what your matinence shedule is like, but dont forget all the places carbon can build.
so I suggest do what's simple first, look through your manual if you have one to troubleshoot, make sure all is clean, check your compression, and good luck.
