What could happen?

What could happen?
My buddy has two bikes. Yesterday he lent one to an out-of-town friend and we all went ridding. We were cruising slightly faster than traffic when a cop splits the group in two and stops the last three riders. Apparently the guy was really pissed because the guy right in front of him did not stop. The officer told the guys who did stop that he had signaled the rider in front (from behind the guy) to stop; not a rational move by the cop ... we do not have rear-view mirrors.
We waited a couple miles ahead and finally caught up with them. They told us the cop had written down the plate of the guy in front and had taken a picture. At the time the picture was taken we were below speed limit.
The issue is the guy on the bike who did not stop is the one who had borrowed my friend's bike. My friend is freaking out because he doesn't know (if he were to get a citation) what he will be liable for being the owner of the bike and if he can be forced to "whistle blow" his friend.
Any thoughts?
