If you are gonna wear jeans, you should check out Icon's field armor. They make abrasion resistant shorts and knee/shinguards that will fit under most pairs of jeans. I just got mine, and can't wait to try em out.
The shorts are around $80, and the leg guards are like $65, but when it comes to protection, its better than a doctor bill.

My helmet cost me $230, jacket $180, gloves $65 and pants $120 - for a grand total of $595 Canadian. But I bought all these brand new, you shouldn't have a problem getting gear in your budget - but imo, you should buy your helmet new.

news flash. cycle gear is blowing out a ton of stuff in store and on their web site. you can probley get geared up for under 200 bucks go you now www.cyclegear.com
