Default turn radius 0n 1600 classic

Looking at buying a 03 1600, the handlebars turn quite a bit further to the right than the left, is this normal or is there something wrong here? Any help appreciated.

Never heard of or seen that before. Might be the locking mechanism. Hmmm.
