Can someone please tell me what these welds / threads are used for ...????

On some of the older sport bikes they used to have a cage-like upper fairing support (i think that's what it was). I think the provisions for one are still there, but the braces for the mirrors support the upper fairing. The older cage style support seems like it would be pretty invasive and be more difficult to work around. Just my oppinion though.
Anyhow, that's my guess.

Cant the one on the far right be used in connection with a steering stabalizer?

You may be able to use the rod type damper for that welded bung. Not sure why you would want a damper though on a well setup ride.

You mean like this?? They can be invasive, but not as much as the hoses. I actually feel really comfy behind all that dash work, the new bikes feel way too open to me. Anyway they are mounting points for god knows what, probably electrical boxes for a different bike using the same frame, but I cant say for sure.
