would only be war if the federal tried to stop them
i know atleadt 3 of the states have clauses in their constitutions that allow them to secede form the union if the ferderal government tries to force certain things on them
as it is now many states basicly are heald ransom by relying on federal handouts to pay for roads etc. if they seceded they would just have to collect the federal tax for themselves.
