Default 1998 zx9r

I just re-adusted my shims and setup my carbs. having problems getting setup just right either I get big hesitaton off the line with good mid range good topend. did some changes get good bottom end lost my mid range totally, and have ok top end. using Dynojey kit 138 main 40 3.5 turns out the needle is at the very top clip. I was going to lower the needle and and turn in the air fuel mixture..

Any one have any suggestions?
