Default 94 ZX7 clutch chatter (I think)

so I just picked up a 94 7 the engine runs great with no strange noise or vibration or anything, but when you shift down to first and start to let off the clutch into the friction zone it chatters? like it feels smooth through the bike but you can feel feedback through the clutch lever and hear it some, but one the clutch is released fully and you get going it goes away and it only does this from a dead stop, not when shifting at speed or anything, is this classic symptoms of chatter? (never had it before)

I dont know if the 94 has a slipper clutch, but it sounds like it might just be out of adjustment.
