Default Why is there air in my fuel filter

Ok so i have a 96 zx6r, and i parked the bike for 2 weeks to paint some plastics and when i put everything back together and rode the bike seems like it's running out of gas (which it had a full tank). so i took everything back off replaced spark plugs, fuel filter, emptied all the gas, replaced gas, cleaned the carbs and the jets, synced the carbs, and made sure all the vacuum lines were ran. but the problem persists. I did however notice that the filter was full of gas at the beginning of my ride today, then when i went to park it i looked again my filter was half full of air. it afterfires like crazy and it reminds me just like i'm running out of gas but have a full tank and if i gun it most of the time it will pull it self out of this state. Please if anyone can point me in the right direction a thousand thank you's will be in order.
