Have you done a leak down test? Reeds not seating or maybe some other air/compression leak somewhere after install?

Welcome Mike, I've only worked on one 2 stroke way back in the day, it was a 1985 Suzuki 250R quadracer, I pulled the jug (huh huh huh he said jug) and replaced the piston and rings, and I think I replaced the reeds at the same time, never had a problem. Can the reeds be put in upside down? I don't remember. How long did the bike sit from when it ran last time till now? Did the carb bowl have old gas in it? You might have a jet plugged and in need of a good cleaning. I would pull the carb and take a look, might just be the ticket.
