Default Carb Idle Issue

Hello, I just rebuilt the carb on a 2006 Kawasaki Prairie 4x4 700 and after putting everything back together, it is idling extremely high. Have tried letting pilot screws all the way out, factory setting and all the way in. None of those adjustments change anything. It does seem like the idle flap in the carb might be open a little far, but I don’t see a way too adjust it.

could the throttle cable be part of the issue?

I attached a video for reference.
