Default Bike won't start

I just reconnected my throttle cable in my carb and got everything put back together and now my bike doesn't want to start no matter how many times I kick it. It feels and sounds just like it did before when I'd kick it and it'd start on the third or fourth one. My buddy thinks I just kicked it too many times and fouled the spark plug what do you guys think?

Check to ensure its receiving spark and pull the plug to check if its fouled.

I pulled the plug and it was black and sooty so I changed it out with a new one and it's getting spark and there was a little gas on it so I'm getting fuel and now I'm really confused why it's not starting

Shut the gas off, open the screw on the bottom of the carb bowl and let it drain out, then close the screw, turn on the gas, pull the choke and kick it again. Report back.

It worked! Thank you, I didn't think the carb was flooded because when I took it off I tipped it sideways and all the gas drained out of it, but I guess I was wrong.
