Default 99 300R hard to kick?

I have 2 1999 300Rs, and one of them seems to lock up at times when trying to kick it over. When this happens, I can usually ease it on thru the stroke, but if I really try to kick on it..it feels locked up. Like the harder I try to kick it the more it resists. It runs fine once it's started, no abnormal sounds. I just wonder if something in the kickstart mechanism might be worn and cause this.It seems to be less likely to do this if I don't let the kicker arm return all the way up Any ideas?

Maybe its dumping in too much fuel and getting too much compression. Just a thought.
