With all due respect, those aren't the reasons for the collar.
The nylon spring seat was made to accommodate both the non-adjustable needles and the adjustable needles. The non-adjustables have a thicker built-in collar. The adjustables have no fixed collar, but use a much thinner e-clip. The separate collar is made to take up the space in the nylon spring seat when the adjustable needle is used.

The hole I need to drill is for what? I mean what is the utility?
And will I see this part with the two holes automaticly when opening the carb?
And how big I need to drill it?
And for the rest i'm staying with the DJ instructions?
