Im putting in a new light weight flywheel for my supermoto build.
When I transferd over the one-way bearing and tighten it down it will not spin freely?
I this normal?
Its instlled in the right direction and it seems to grab and spin the right way when installed.
So the question again is: Should the 0ne-way bearing spin freely off the bike installed on the stator?

the bearing and it's rollers do not spin. it is a "sprag clutch" for the starter... it allows motion in one direction of rotation but not in the other. install it on the shaft with it's thrust washers and test it. ( I think that is what you have described.) don't install the starter gear train, see that it locks to the crank when turning CCW and spins on the shaft when turning CW.
when the starter turns faster than the crankshaft, the rollers lock up and connect the starter gear train to the crank. when the engine starts & turns faster, the rollers no longer grab. thats why if you hit the starter while the engine is running it does not grind like a car (which has a different system)
btw, the rollers are not round, they are oval & thats why they lock up in one direction
