The Bendix (IIRC what my dad taught me) is what makes the starter gear engage the flywheel. If that's shot (or stuck), it will do exactly what you described.

That sounds vaguely familiar...I seem to remember my Fiat 131 did not seem to have one. Ha. At least when I was out in the middle of nowhere and needed it to start. Went through 3 starters on that car. Bitch to change out too. Kind of a one armed, long upper bolt kind of thing. But that was usually the solenoid click. Always fun. Thanks rgoers, it's been nearly 30 years since I had to mess with a starter motor.
