Default Rim Lock Install

I was wondering where to mount the rimlock. Do I knock the rubber plug out of the wheel located 4 spokes away from the valve stem? Or do I need to drill the rim and mount it somewhere else in the wheel?

2 finger tight and a Talon brand lock will cause little or no vibration due to its light weight. I run 75 Mph+ with little of no noticeable vib'.

So......why didn't Kawa place the hole for the rimlock 180* from the hole for the innertube stem? This really isn't rocket-science......
