They are brakes not breaks and no I have never had that happen

 

I didn't think of the break pads/disc being new, etc... I've never owned a new bike before. Hopefully, I'll get another chance to ride this year. I'm waiting for a pumper carb from Bill B. so I'll put that in and see what happens.

most likely the discs had a rust prevention coating on them that you can clean off with brake cleaner or will burn off from use.
