The web site I looked at happened to be using a Toyota as an example and it was spring loaded, but I think your right. The one I put in my street rod was'nt now that I think about it.

I have a question? Does rejetting without buying a new pipe have any advantages or does it go hand in hand? I want to make my throttle have a little more response to it, but being it is my first bike andI dont want to make it a souped up rocked that I can't handle when I am still learning how to ride.

You will definitely see benefits by rejetting, drilling the slide vent, and opening the airbox up even if you don't upgrade the pipe. You should drill the stock pipe using a 1/2 inch bit, though, to allow a little more flow. And don't worry, the improvements are noticable but it won't drastically change the character.
