Oil leak from gas tank securing bolt?

I don't see any grommet left? The rust under the bolt is a sign of the tank moving. My guess is that's fuel possibly dissolving what's left of the rubber. Tank is most likely cracked.

"looks" like oil to me. I tried to smell it, by my allergies this morning just aren't helping.
I suggest you clean everything off very well, then inspect carefully after your next ride and see where this is coming from. It's not normal. S10 may be right on a cracked fuel tank, but why doesn't it smell like fuel?
And yes, your fuel tank bolt should have the appropriate collar, damper, grommet, gasket, washer, wicket or whatever the thingamajig is called.

You’ve got a 09 frame/gas tank mounts, the microfiche shows the later frame with bolt in isolated gas tank mounts. The rubber bushing is missing it looks like also. The tank looks almost mounted solidly. I’d pressure check that tank

The dampener for the gas tank doesn’t seem to exist, at any distributor. Because it appeared to be similar in the “microfiche” schematic, I ordered “damper, head lamp, 92075-1123” and it fit perfectly.
