Looking to get a KLX250s
The price seems a little high. I'd do the dance and try to settle at $3k. If you don't have the tools, time and skills to remove the carb and clean it yourself just take it to a local shop. For $100-$150ish have them clean it and check the bike out for you. That way you're starting out on a mechanically sound bike. But in the future you should learn some of the basic maintenance, fortunately these bikes are relatively easy to work on.
Lastly, make sure you have a safe parking place at college for your motorcycle. And signup for a motorcycle class to learn how to ride safely.

I always hate craigslist ads. "All it needs is xxx to run perfect". If I am selling something and all it needs is the carb cleaned out, I take care of it before I list it.
If I am interested I tell them to fix it then call me and I'll look it.

Thanks everyone for the responses! You all seem like a great group of knowledgeable people to talk with. Some forums shame those who don't have much knowledge yet, and glad I am welcomed! Currently trying to sell my car, so when it's gone this will be my replacement for the next two years. Anyone want to recommend a place in Southern California, specifically Orange County, that they trust bringing their bike to?
I'm going to head over to see the bike tomorrow. I'll let you all know how it goes. Going to offer $2800 and go from there.
