Well, kinda sorta. It doesn't 'program' itself. It make automatic adjustments according to a program already in the ECU.
It senses is Air Inlet Temp, Engine Water Temp, O2 and throttle position and makes limited adjustments according to the ECU curve. However, the range of each adjustment is limited by what's programmed into the ECU. That's why when you open the airbox and put an aftermarket pipe on a WR you gain about 1.5 - 2hp...but when you combine that same mod with a Power Commander theres is almost a 5hp increase.

I assume because when you open up the airflow your maxing out the alloted fuel the EFI can put out and when you reprogram it your setting it all straight again, giving the machine the proper fuel it needs for that amount of airflow and once again giving it the variability it needs to make adjustments according to temp, elevation, etc. ?
