Umm, how about just putting a tube on the end of the pipe with an anemometer and a temp guage.....easy to calc the mass flow rate of the exhaust by just making a few assumptions about the molecular composition of the exhaust...like 15% oxygen or just correcting the flowrate to that ratio.

A metal stick you put in the wind and tells you how fast it is blowing....what do you have up your sleeve?? What are you planning on doing?
The only Engineers worth their salt are those who have actual experience in the field maintaining the POS that they designed/built. Being Book, Desk, Table or Lab smart doesn't mean jack when you don't understand why you don"t put stuff where I can get to it without reverting to my native language of Salty Sailorese and a much larger hammer.
Having actually done air flow testing before I think the gains you might realize are going to be minimal at best and not really notable, except on maybe paper. But what do I know? I don't have a sheep skin and I'm not an engineer, I work for a living!
Oh, and my Kestrel handheld weather instrument will actually perform flow measurements.

However some times those book smart guys think enough outside the box, that they come up with solutions I would never dream of. They aint so bad.
But, there are A LOT of us out there that "get-it". I have been fascinated with internal combustion engines since I was old enough to take them apart in my dads garage. I have been toying around with hot-rods since I was old enough to drive. I have had engines apart in my living room, and put components into my wifes oven to heat them up. I have rebuilt so many motorcycles and fixed bent frames and torn apart carbs, its just goes on and on.
I have built stock cars from the ground up, in my garage. I have been a crew chief for many local Saturday night short track race teams, I have been a suspension engineer for several NA$CAR teams, and traveled around the country to compete at the highest levels, and won.
So dont kick all of our a$$es in one sweep !!!
