Yep, you simply remove the spring.. You can go ahead and remove it now if you want.. The spring holds the weights closed during startup RPM's, but allows them to expand - and stay expanded - at RPM's above startup. Removing the spring simply allows the weights to expand AT startup RPM.. ( Expanded weights = deactivation )..

This MUST be done as part of the MCM - as otherwise your bike will not start when warm/hot. This is due to the MCM retiming the exhaust cam 10 degrees from standard - thus "throwing off" the KACR timing severely enough to cause warm/hot starting issues..
