Carb Icing?
You can't stop it. You need to introduce a heat source to melt it as it forms.

A heat riser off the exhaust is common for cars. The short intake on bikes limits the exposure to carb icing, but it still can happen. They make carb heaters for some bikes. Haven't had a need for them in San Diego. Here's what they look like:

Yerr saw that in the service manual, can it be fitted to the carb or is it part of the carb?
Does anyone removed the carb heater from their KLX and would be will to part with it?

Ah, I see. The drawing in the manual makes it hard to tell what the system is. So it just heats up that post on the bottom of the carb? If so, it's just plumbing.
Yes, if someone (in Aus?) had the T and the plumbing laying around looking for a new home please let me Know.
