I've posted this before, but here's the fix I did on my '06 when I bought it 3 years ago with a full Muzzy on it. It was broke when I bought it and got a sizeable discount because of it.

I didn't just weld the existing tab or even use the same design. I cleaned off the OEM tab spot and made an aluminum plate that bolts in two existing places like the luggage rack bolt and a well gusseted frame bolt a few inches forward. Here's a couple of pics. Some others on the forum have used this method. Three years later and not a sign of any cracks or looseness.
