Question 2014 Kawasaki Mule 4010 Trans PS/EFI

I Purchased a Mule with 600 hrs on it about two years ago. It has a little over 700 now. When I bought it, it ran fine to my knowledge. I started to notice it losing power over time. Going up hills, going through a little mud...etc. Motor idles and Sounds fine. Revs fine. Put a new belt on it and everything seemed fine at first. Put a few more hrs on it then it started creeping when i was at a stop, then losing power again. Back off with the Belt cover we go. The Drive clutch shieves were grooved pretty badly (I previously saw this, but didn't pay much attention to it when changing the belt the first time.) So I bit the bullet and purchased a new drive clutch assembly and another belt. The creeping has stopped and no more belt squealing. Took it back to the deer Lease and still doesn't have much power at all. had to put it in low range to crawl up a small ditch. Pretty Sure my Father In laws 2510 can drag this thing in circles..... I now have taken the Driven Pulley apart and this what I've found. The Three wear shoes in the Ramp are worn, But according to the Manual they aren't yet at replacement spec. (i am replacing them anyways), the Ramp faces are grooved pretty good from where the rode on the shoes so i am replacing them ramp as well. Along with the two movable shieve bushings. Whats concerning to me is that the only thing i could find "out-of-spec" was the free spring length. As it was a little over 1/4" smaller than they said in the manual. Could the Spring in that pulley Be the Culprit to all the frustration?
