I am not totally familiar with this particular ski. But I think this is one of those with the "magic" keys. Three types of keys permit three levels of performance. So you can give your timid 14 yr old kid one key, and your drunk buddies another, and save the high performance key for your self. Still $1k seems high. try e-bay, or search the web for salvage yards, etc. You might be able to defeat the feature and just jumper things for high performance and get a new simple on/off key for safety.

I checked with a buddy of mine. He says there are just 2 keys (slow & full power). there is a chip inside the key and an on-board CPU reads the chip. There are more than 20 different codes. If you still have one key, then a dealer can use it to arm the cpu and have it read a replacement key for the other mode. But if both keys are lost you need a full ignition system... cpu plus new keys. Probably can get components only for $400-$600 and DYI. Dealers probably do ask $10000 as an installed price. Shop the internet.... look for used sets. Its a lousy system... too complicated for its "perceived" benefits. Good Luck.
